Local Governance and Administrative Decentralisation

This study reviews the transfer of powers from federal ministries to the governorates since the amendment of the Provinces Law, and measures its effect on service delivery in health, education and municipal services.

Based on a field survey in eight governorates and 64 in-depth interviews with local officials, it proposes a phased decentralisation framework that ties the transfer of powers to capacity building and fiscal resources.
